    <description>&lt;P&gt;&lt;SPAN class=""&gt;&lt;SPAN class=""&gt;&lt;SPAN class=""&gt;Hello Community,&lt;BR /&gt;&lt;SPAN class=""&gt;&lt;SPAN class=""&gt;We need to upgrade from perpetual licenses to credit licenses, &lt;SPAN class=""&gt;&lt;SPAN class=""&gt;currently the firewall is in PAN OS version 9.1.14, according to the Palo Alto documentation the minimum version of PAN OS for credits license is 10.0.4. &lt;SPAN class=""&gt;&lt;SPAN class=""&gt;Is it necessary upgrade PAN OS version before upgrade the license?&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;</description>

&lt;P&gt;As described here you still can use Software NGFW credits with older PanOS - &lt;A href="https://docs.paloaltonetworks.com/vm-series/9-1/vm-series-deployment/license-the-vm-series-firewall/software-ngfw" target="_blank"&gt;https://docs.paloaltonetworks.com/vm-series/9-1/vm-series-deployment/license-the-vm-series-firewall/software-ngfw&lt;/A&gt;&lt;BR /&gt;But you will need to use "Fixed CPUs - Compatible with all PAN-OS versions. Based on &lt;A class="xref" title="" href="https://docs.paloaltonetworks.com/content/techdocs/en_US/vm-series/9-1/vm-series-deployment/license-the-vm-series-firewall/vm-series-models.html#idf50b94d2-e1ec-4205-8a42-8c409f3629d1" target="_self" data-scope="local" data-format="dita" data-type=""&gt;VM-Series Models&lt;/A&gt; and security service bundles. Changing the model or service options requires a new license."&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Now the last sentence is not very clear for me, but it may meas that you will at some point in time you decide to switch to the Flexible model, you will need to deactivate VM and activate VM license.&lt;/P&gt;
&lt;P&gt;So if you want to use the flexible model, you have to upgrade.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I am not sure how the license upgrade will happen, but I would imagine it require "deactivate VM" and activate it back again with the new license.&lt;/P&gt;
