First you should take a look in monitor tab to check for some initial informations where the connection could fail:

Is the connection allowed?

Does the connection have the correct egress interface?

Is NAT applied / or not applked the way you configured it?

Are there any bytes received?

The problem was on the Azure side. Adding the IP range under local network gateway solved the problem.
