i don't know Manage Engine well enough to give you a complete answer, but in general this applies:

The MFA vendors currently supported directly (as a "plugin" to other authentication) are okta, pingID, Duo and RSA, so the first part of the answer to your question is "no"

If, however, Manage Engine is capable of offering SAML authentication, then yes this will integrate just fine
