My company uses GlobalProtect and we access our net drives through the VPN and access our website using SSO. For some reason, a user cannot access them or log in to our portal when off-prem. Everything works perfectly fine when on-prem, of course, but we've tried everything we can think of.

User's device is a Latitude 7420.

No rules on home network.

GlobalProtect is up to date.

Tried re-installing multiple times.

I would appreciate any help.

First, we have to work out why the user can't log in off-prem. Once the user can log in, if they can't access the drive, we have to look for network access for off-prem global protect users. There is no straight answer its better you work with TAC on this. TAC needs to look at GP logs and your configuration.
