GlobalProtect CBL woes on Windows 11

I am having a lot of issues getting CBL to work with latest Windows 11 and a 6.2.x GP client.

I followed the instructions:
Deploy Connect Before Logon Settings in the Windows Registry

And here is what happens:

1. The network sign-in button on Windows login screen, sometimes is there and sometimes it's not. I restart the machine multiple times in hope that it appears. Sometimes it does often it doesn't.

2. When I click on the network sign-in, when it does appear, PLAP goes into connecting... mode immediately. And just hangs. No prompt for user/password, or for URL for the vpn server. I'm attaching screenshot for that.

3. When I use GP normally after the user logs in, no issues, VPN connection works perfectly.

Does anyone have any ideas what's going on? How can I debug what's going on?
