Better try Panorama the central managment as it can connect to internet and then you can push the updates to all Palo Alto devices that do not have internet access:

https://docs.paloaltonetworks.com/panorama/9-1/panorama-admin/set-up-panorama/install-content-and-software-updates-for-panorama

Outside of that you can manually download the updates from the support site as mentioned in https://docs.paloaltonetworks.com/panorama/9-1/panorama-admin/set-up-panorama/install-content-and-software-updates-for-panorama/install-updates-for-panorama-without-internet-connection

After that you can upload them on a server and push them with REST-API to the firewalls:

https://docs.paloaltonetworks.com/pan-os/9-1/pan-os-panorama-api/pan-os-xml-api-request-types/import-files-api
