We have requirement where client is wants to access internal resource over IPsec.

Resource already exposed to internet and has public IP IP x.x.x.x, can the client access the x.x.x.x resource over IPsec

and the same IP x.x.x.x will be available for the rest of the world over Internet?

What is you goal for that ? If you have the public IP for access a your resource why you need use vpn site to site tunnel using public IP ? The logic is use the VPN site to site IPSEC tunnel, and use the internal IP.

If you need that config I think in your peer create a static route to tunnel interface, and in the proxy ID put the interesting traffic with the Public IP.

Cheers
