If I add whitelist for firewall, will IPS not defend against the IP or URL in the firewall whitelist?

Do you mean if you have configured a security policy and allowed the IP's and want to know if IPS features via security profiles are applied or not? If this is your query it will be applied.

You can have firewall policy with specific IP in the source or destination field but if IPS or just IDS is applied to traffic matched against this rule depends on what you have configured under security profiles attached to this security policy.
