Panorama running 11.1.4-h7, issues modifying existing rules in templates

Panorama and all firewalls running 11.1.4-h7 (the preferred). Can't modify existing rules in templates as the account in use is radius authenticated. So PAN Support told me to create a local admin account, which I did, and that account can modify. Support states, this bug is slated to be fixed in release 11.1.8 that was scheduled to be released last month. This account is in violation of all government standards, so needed to get an exception for the risk. Has anyone heard of this and if so, have you found a fix? I can't get a straight answer from support on this issue resolution (proposed patch). Thanks.

Update here. We had to create a local admin account on the Panorama to use for modifying existing rule sets. We did upgrade to 11.1.6-h3 on March 7th and the access for radius authenticated accounts started working, however sporadically. As it turns out 11.1.8 dropped on 3/19. Now planning another upgrade to hopefully have this fixed once and for all.
