Is it possible to use the same perpetual VM100 license on 2 VM that would never run at the same time ?

Probably not, as in the support portal to generate the auth code you need to input CPUID and UUID and then that license is tied up. I am unsure if you're allowed to de-provision and then re-provision, doing so without decommissioning would likely violate their terms of service FWIW.
