Looking to upgrade from a Vm-500 to a Vm-700

Is the vm-700 certified to run on newer hardware platforms the Ds5_v5 rather than the older V2 platiform.

The Vm-700 with Ds5_v2, Dv2, hourly cost is $3.45 (azure marketplace). What other costs do I need to "add in" to get a monthly cost (minus bandwidth that is always a variable)

We are Paygo, if i would to reserve 1 year paygo, would that drop the vm-700 hourly cost any?
