PA 3020 issue with XML API

We are having an issue with our PA-3020 and doing a partial
commit via the XML API.

I am trying to do a partial commit of only the Policies and
Objects. When I initiate the commit from the XML API it appears to queue up
successfully, and according to the web interface of the 3020, it
successfully commits. However the changes that were pending did not
actually commit – they are still pending. If I do a partial commit from the web
interface, the pending changes do indeed commit and everything works as
expected.

I have been using the XML API pdf from the site – but there
is not any specific info about this particular issue in there that I’ve found.

The command I’m sending:

https://ip.address.of.3020/api/?type=commit&cmd=%3Ccommit%3E%3Cpartial%3E%3Cpolicy-and-objects%3E%3C%2Fpolicy-and-objects%3E%3C%2Fpartial%3E%3C%2Fcommit%3E

Do I need to include a specific object or can I just send
this command to commit all the objects and policies?

The XML API responds that the job is queued up, and the 3020
reports that the job completes successfully but the changes are not applied.
