On Panorama I can switch context using web interface. Is it possible using API?

Yes you can do that using the 'target' parameter in the API call. Simply target the serial number of the device you want to affect.

Documentation on how to use 'target' parameter:

https://www.paloaltonetworks.com/documentation/71/pan-os/xml-api/pan-os-xml-api-use-cases/query-a-firewall-from-panorama-api

Note: that doc says 'target' can only be used with 'type=op' api calls, but that is not so, it can be used with other API calls. We'll get that note removed.
