Export address objects via API fails

I am using this procedure to attempt to export address objects, but it is failing:

I generated a key and then used this query against the firewall. Microsoft Excel with a 'Data From Web' query (or even putting this string in the document into a web browser address bar) -- both just return:

</response>

No address object data is returned though. What is going wrong? Thanks

I've found this is version specific. Excel 2010/2013 works OK, 2016 returns the status code but not the actual results. I have yet to find a fix.
