PA2020 had factory reset

its show Unable to create directory /mnt/panrepo

and can't into maint

Can someone explain what the problem is?

Just as an FYI, the PA-2020 is End of Life in April of 2020. This hardware really needs to be replaced with something that is actively supported, and I'm not sure TAC is going to help you with this model as the ability to renew support on this hardware should have also lapsed so you wouldn't have an active support contract.
