Fill out this form for the request. Note that you can't utilize a consumer email address (like Gmail, Proton, etc.), so you'll need to use something a bit more formal.

You can also sign-up for Azure or AWS and use the free credits to spin up a PAYG VM series deployment for learning purposes. Just be mindful that when you're done you'll want to turn them off so you don't needlessly burn through credits.
