Panorama cannot enter normal status

Hi Panorama version 10.2.3 start to run. but it always show like the below picture. default password and username are admin. and it never work. Anyone has experience to share? Thank you!

If the username/password is still admin/admin I take it this is a new setup that has never worked before? If so have you tried booting into maintenance mode and either doing a reboot initiated from there or a factory reset?

Thanks for your reply! I used panorama version 9.x to setup. After starting, PA-CMS login appear, then it become panorama> automatically. so that i can login with default username admin and password admin under panorama>. but this panorama is version 10.2.3 iand stuck in PA-CMS and do not enter panorama>status. I am not sure if this is version issue or other issue.
