@emarschang,

The release notes are always going to contain the upgrade path that you need to follow, so for 11.0 you can check this page https://docs.paloaltonetworks.com/pan-os/11-0/pan-os-upgrade/upgrade-pan-os/upgrade-the-firewall-pan-os/determine-the-upgrade-path.

You're missing all some steps in what you have because you jump 10.0 straight to 10.1.10-h2. You'll need to download 10.0.0, download and install 10.0.12, install 10.1, download and install 10.1.10-h2 and continue as you have listed. Looks like you likely had the steps right in your head and just didn't get typed up properly.

Confirming the Upgrade Path

Currently version 10.2.3-h2 upgrade to 11.0.2-h3

1. Download 11.0

2. Download and install 11.0.2-h3

Am I correct? do I need to reboot twice for this OS upgrade?

Thank you in advance.

Palo Alto has introduced a new upgrade path called Skipped Upgrade. This allows you to directly download the base version 11.x.0, followed by the target release. Once both are downloaded, you can install the target version and reboot the device—no intermediate upgrades are required.
