Panorama Software Deployment Options Missing

I have a virtual Panorama running 11.0.3-h3 and I'm trying to deploy software to PA-450s. The only option I have is to reboot device after install. I don't see an option to upload the software only without an install and reboot. Is there supposed to be?

Which browser are you using ? you may have issue with Firefox use chrome or edge and compare

I am using Chrome. I also tried on Firefox and Edge and still don't that that option. I'm logged in as Admin.

This looks like an unreported bug. I downgraded to version 10.2.8 and see the option. Any version 11.0.0 and above is missing that option.
