Cloud NGFW vs VM series FW

I need to replace the current Azure firewall with Palo Alto firewall in Azure cloud. Which type of firewall I need to consider between cloud NGFW and VM Series FW? What are the differences between these two?

The VM series is a full firewall where you configure everything from the ground up and decide if you want one of the available 'Pay as you go' subscription bundles for licensing, or bring your own licences for each of your feature subscriptions

The cloud firewall is a managed (autoscaling) service. You still decide the security policy, but there's only the one 'pay as you go' subscription and you don't need to bother with all the other configuration (sort of like a WAG)
