Global Protect App/Gateway Login Banner

Is it possible to setup a login banner for the Global Protect App/Gateway? I'm implementing login banners for most of our services and I see that you can implement a login banner for the Global Protect Portal, but I did not see anything for the App/Gateway.

I saw another user mention that you could setup a HIP notification with your login banner details on the Gateway, but I would like to use that as a last resort if necessary.

I would set the "Have User Accept Terms of Use Before Creating Tunnel" to Yes in the portal agent configuration page and setup the GlobalProtect "Welcome" page to be your login banner. That would, at least in my mind, be better than using a HIP notification for something like this.
