Hello, I think you should open a TAC because it could be a lot of things... Have you Cloud analysis configured ? If yes, i think you could try to upgrade to 10.2.10 hx

PAN-251895 This issue is now resolved. See PAN-OS 10.2.10 Addressed Issues .	When Inline Cloud Analysis features are enabled, the firewall experiences a slow packet buffer leak, resulting in poor performance and dropped traffic. Workaround: Disable WildFire Inline Cloud Analysis and Advanced Threat Prevention Inline Cloud Analysis on the firewall.

@Martin_Chung,

Just as a note, PAN-OS 10.2.11 also fixes an issue with varrcvr caused by the firewall failing to forward files. I would recommend at this point to validate 10.2.11 and just upgrade directly to that.
