Hi we bought PAN-PA-1410-GP-HA license an I would like to know what this license for is it for both 2 firewalls in HA actve passive , how to activate it only on active firewall or passive firewall as well

You need to license both units, the HA subscriptions are just slightly reduced in price compared to non-HA subscriptions since you're expected to be buying two. I'm unaware if the license agreement of an HA subscription actually allows for it to be used without the other subscription, but you would have bought it under a particular serial number.
