You can ask your current account team with PANW or a partner. If you dont have access to either, you can You can spin up Panorama in AWS/Azure/GCP

I have an Azure Panorama, but then without a license I can't add any device, unless a license is applied. Am i missing something ?

As per what i can see, without a license, no device can be added in panorama. That's why i was asking for a way to apply for a trial license.
