SPARE device usage

Dear PANw,

We (as a distributor) have a case where one of our Partners want to purchase SPARE units to cover their multiple client RMA cases (not just one, since OSS devices are registered to one particular customer and stays at their premises, this is not an option ). This partner doesn't have international ASC certificate and this requirement is stated on KB to be able to purchase SPARE: "Spare devices are purchased only by INTL Authorized ASC Partners" (Source: https://knowledgebase.paloaltonetworks.com/KCSArticleDetail?id=kA10g000000PO9eCAG&lang=en_US%E2%80%A...).

The question is:

Is it anyhow possible for partner without ASC status to purchase SPARE devices and use it to cover multiple clients RMA cases ? If so what is procedure for purchasing (Deal registration etc) and replacement (ticket opening, license move etc.).

If not and only distributors with ASC status can purchase them and we replace the RMA faulty unit of customers of our partners. Does this happen only temporarily, and once RMA devices arrive we revert the process and SPARE devices stay under Distri ownership the whole time ? Otherwise if we leave SPARE at customer site, how can we then sell this SPARE unit and move ownership to partner, or customer ? Any guide on these procedures would be very helpful.

We as a distributor do not sell directly to customers, but rather through partners, so it doesn't make sense, why our partners cannot purchase spare units to cover RMA cases of their customers.

Thanks in advance!
