    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi &lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I came across similar error in 6.0.7. We followed the below steps:&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;- Tried restarting management server (debug software restart management-server).&lt;/P&gt;&lt;P&gt;- Deleted the content file (&lt;SPAN style="color: #000000; font-family: Arial, Helvetica, sans-serif; font-size: 12px;"&gt;" delete content update panupv2-all-contents-489-2600.tgx" )&lt;/SPAN&gt;, re-downloaded and installed it.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;However, the above steps did not resolve. At last we did a factory reset and that fixed the issue.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Hope this would be helpful.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Regards,&lt;/P&gt;&lt;P&gt;Ramya&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <title>6.1.3 update issue: Threat database handler failed</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hey all-&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I tried updating a test box to 6.1.3 and encountered the error in the title. Per other threads, I tried manually downloading the latest content version and installing but it resulted in an error during install. &lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Has anyone else encountered this with 6.1.3 yet?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Before Factory reset, I would suggest to try one more step. Just delete the threat license. Pull the license again. Install content again. I helped me once.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;P&gt;For me the factory reset took the FW to some 9.0.0-c210 which would not let me install new content inspite of having the threat license installed.&lt;/P&gt;&lt;P&gt;I downgraded the Panos to previous released build i.e. 8.1.0. then refresh the license , and the installed the latest content. worked like a charm!&lt;/P&gt;</description>
