Without looking at your configuration my best guess would be that you have "Dynamic URL Filtering" enabled in one of your URL Filtering profiles. When the local URL database does not contain a match for a URL and the user is matching a security policy rule that contains the URL Filtering profile with the dynamic URL Filtering option enabled the firewall will do a dynamic lookup of that URL from the Brightcloud server.
