    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;Any idea on why a 2000 series running 4.02 may allow a user to reach a blocked url on the first attempt but then be denied on subseqent attempts? i.e. it seems to take at least one attempt to realise it should be blocking.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
