Are there any documents for config GER Tunnel on PANOS 4.1? I have searched many times in KP, but not found.

According to page 108 in the admin guide for PANOS 4.1:

GRE encapsulation within IPSec is not currently supported.

but I cant find if GRE without IPSEC is possible...

The initiation and termination of GRE tunnels is not currently supported in the Palo Alto Networks firewall product line. GRE traffic may flow through them, but they won't initiate/terminate GRE tunnels.

What do you think is the probability that they could if feature requests are filed or have this already been looked into with negative result?

I believe there is already a feature request in the system for GRE tunnels. My recommendation would be to get with your local Sales Engineer and get your vote in the system.
