If no superuser can log into the firewall then you have to do a factory reset.

Do you have the configuration backup? Factory reset will erase everything from the firewall.

Hi.

We changed our password complexity on pan os 7.0.2 and after commit the local super users cannot log in. Is there a way to recover from this other than with a serial cable?

Does not help you here on this, but everyone that has this type of issue, please vote for FR204 that would add Commit Confirmed functionality to PanOS.

Contact your sales engineer and vote for

FR204 - Commit Confirmed

Applies the candidate confirguration for a set period of minutes. If the commit is not confirmed after that period the configuration is automatically rolled back to the previous configuration.

you can login with the serial number so a factory reset will happen.
