will an unlicensed Palo Alto pass traffic?

We have a fully configured cold spare racked - unlicensed, no subscriptions. If pressed into service wil it at lease pass traffic until an RMA arrive for instance?

Even without URL filtering and Threat prevention license, you should be able to pass traffic through the PAN based on rulebase and routing.

Yes it will pass traffic based on the rules you have set up.
