How do you know it's firewall? Any log entries with action block? RST from client means FW saw reset packet coming from session initiator.

Agreed with santonic. What are you trying to download? What software do you use for that or is it a web-based app? Try to change the way you downloading (different web client or app).

You can run a PCAP from the client side or even on the FW to see these reset packets, but l think logs already says it is coming from the client?

If you have setup a rule that allows it to bypass all your security policies and didn't include any of the protection profiles then I would go out on a limb and say that it isn't your firewall, esspeically if the traffic is getting reset from the client. Run a PCAP and make sure that the firewall is reporting things correctly but it sounds like someone is actually reseting you from whever you are trying to download these files from.

Did you solve this issue? We are seeing the same thing, starting a few weeks ago. Random/intermittent. Download starts, but times out anywhere between 10% and 40% complete. Some downloads fail for some but not for others; a few fail reliably for anyone. We're on 11.1.2h3.

Reasonably certain it is the firewalls - both internet connections exhibit the exact same behavior. No bandwidth or L1/2 issues. Ruled out malware protection by removing it entirely. Get on a cellular hotspot and downloads complete successfully.

Reset from Client does seem to point at whatever is downloading the files, is it possible there is a delay or some latency that is causing the client to send a reset ?

would be helpful to know what the clients are and what method you are using to download the files.

I think you should adjust the active rate in your SYN Flood, by default it is set to 0
