Panorama not Pushing out PANDB updates to all Firewalls

The panorama updates devices with Wildfire update, Threats and Apps, and AntiVirus but does not push out PANDB updates. The licenses are valid. So all licensing is updated by Panorama except URL Filtering, any ideas?

The PAN-DB file is a cache seed file, it is mostly usefull to pre-populate the device cache before going into production or after a reboot to quickly fill the cache with typically most popular urls and their categories. Once a device is actively passing traffic, it will update it's own cache by adding new entries through cloud lookups and refreshing existing cache entries. Regular installs of the cache seed is not required (and overwrites the device's active cache which may cause it to need to do a lot of cloud lookups if users are accessing lots of different urls not in the seed)
