Is it possible to see this critical error in an mp-log file or is it only viewable in the System Log or a syslog output?

it's a system watchdog process that monitors daemon memory usage and takes action when a memory leak is suspected, it is not an error

the way to troubleshoot this is to review memory consumption by all processes over time to see which one keeps adding to mgmtsrvr which eventually leads to it using excessive memory

Looks like it is in the masterd.log file when it occurs.

https://live.paloaltonetworks.com/t5/Management-Articles/Error-mgmtsrvr-virtual-memory-limit-exceeded-restarting/ta-p/65992

Also seems there was a bug related to the memory leak in 7.1.0 and 7.1.1 (93395). I'll make sure the customer isn't on one of those versions of code for some reason.
