Configuration changes not allowed on the passive Panorama--dynamic updates

Panorama M100 is in active and passive mode.

Active PAnorama has latest app version.

Each Panorama has separate connection to Internet for dynamic updates and they do not get syn.

when on passive PA i click on download for app and threat version it gives error

Seems this is by design any other way i can do manually dynamic updates on the passive M100 without doing any failover?

On the passive there is nothing you can do manually (beside making it the active by doing failover).

On the active however, when you manually click Install on content update version you can check "Sync to peer" and then the passive will also be updated.
