Is this supported or not?

It can be configured, but rumors floading around the internet says that there is a part in the panos 9 that says support for pre-negotiation will be added for some models, among those 3200

The passive firewall on PA-220, PA-220R, PA-820, PA-850, PA-3200 Series, and PA-5280 firewalls are currently unable to utilize this feature. As for if this will be available in PAN-OS 9 you can contact your SE to have roadmap discussions with the proper NDA. You could also sign up for BETA access to pre-released PAN-OS upgrades that will give you access to the release notes if you have any lab gear you could run it on, or spin up a VM-50 you could dedicate to testing.
