URL not accessible even after providing full access to the source.

Currently running PAN-OS-8.1.0. I am unable to access a site even after removing the filtering and all i see the logs is an incompelete application.

Kindly provide your suggestions

it may causing by lot of reasons,

check which policy you are hitting, if you have a application based rules, your traffic may be not matching with desired rule. check for application default pots and check is your traffic is going to same ports.
you may not have NAT....etc

Do you have bi-directional traffic? (look at packets sent / received column)

Do you know how to route to your destination?

Also like @Abdul_Razaq mentioned could easily be a NAT problem. (Perhaps you don't have the right source/dest zone in your nat policy?)
