Does anyone know if this is possible. Running 3.1.

This is not currently possible. Today we are limited to password auth for SSH.

This feature has been added in 4.1. Public key authentication can be enabled per administrator account in the Device -> Administrators section.

The 4.1 Administrators Guide has additional information on page 41 and 42.
