I'm not sure I understand your question.

Threat alerts can be sent immediately.

Reports can sent dialy.

Are you asking about bundeling all threat alerts in an email every 15 minute interval ?

Feature request maybe ?

Please clarify.

Whether we can create Schedule a Thread Report by email for every 15 minutes.

In this case, you need to ask your SE to create a feature request (or maybe there is already an existing one that you can vote for). The other possibility is that you can use the API to automate this task and pull the threatlogsummary every 15 minutes or run a prepared custom report every 15 minutes.
