My wife and I are working from home during this COVID-19 situation. We are both using GlobalProtect clients and are unable to have our tunnels up at the same time. I can't see where this is an IPSEC issue via packet captures. What am I missing? Linksys router.

are you both connecting to the same company?

If so, are there multiple gateways available? the gateway may have an issue with the inbound ipsec packets from the same source but different session parameters

you could also try to block ipsec for one of the users so one uses ssl and the other uses ipsec
