I have a custom blacklist and when i try to import text files with URL it fail

anybody know what problem is can be?

Are you able to do Test Source URL successfully ? If it is successful then only content will get imported to the device. If test is failing, see if URL is accessible from outside first. If it is accessible, then check if it is reachable from Firewall. If it is https url, check certificates.
