I want to know, what device certificate is for and what it does?

A Device Certificate is a certificate specifically for that one hardware device.

It can be used to authenticate that device in order to provide Proof of the device's identity, like a Passport.

Device Telemetry and IoT functions are the two that I actually know of, but essentially it authenticates the device to Palo-Alto when it reaches out to their services.
