PAN-OS：9.1.4;application and threat version downloads and installs, but never actually updates

Are you able to verify it is not due to disk space issues? (see here)

In the above linked piece you will find a number of articles related to PANOS dynamic content install fails. Just for fun you may want to restart the management plane and related processes first (here)
