Failed to Initiate Phase 0 (ID population)

Hi community,

 

Does anyone already saw this commit error and knows how to solve this issue without doing a simple reboot?

This was an issue solved a couple years ago and apparently snuck past the QA process.  You can solve with a process reboot short of a full reboot.
