User can login to GlobalProtect Portal normally. However, clicking a link to download the GlobalProtect client fails with the following error: "Could not find file".

This error shows when no GlobalProtect Client is activated on the firewall, meaning the firewall doesn't have it in its filesystem to serve as a download for users.
Navigate to Device -> GlobalProtect Client and verify you have at least one version that is both downloaded and activated. For your reference, the current recommended GlobalProtect Agent version is 4.1.10 / 5.0
