Is there an effective mechanism through PanOS to force safe search on search engines that redistribute Google search results?

I recently setup a PA-500 with PanDB and for the most part the content filtering is working ok, but I was presented with a concern.  The safe search enforcement seems to be effective on Yahoo, Google, and Bing it doesn't seem to apply to any of the number of other sites that utilize Google data as their results.  While I personally wouldn't mind blocking other search engines as by various metrics those 3 represent 90%+ of all internet searches management doesn't want to go that route so I wanted to see whether there anybody has come up with any alternative options.
