My palot blocks the access to internet

I was placing the 200 pa for a client in transparent mode.
positions of lan n 'happens more to go on the net.
Here the architecture of the network
before.
(lan) ==> (ISA) ==> Internet
RAS
-------------------------------------------------- ----------------
after
(lan) ==> (PA 200) ===> (ISA) ==> Internet
more over internet proxy
-------------------------------------------------- ----
but when the ISA is removed everything works.
I still do not find the exact problem.

(lan 10.0.0.0/24) ===> PA 200 (virtual Wire ) ===> (ISA eth1 10.0.13/24 & eth2 192.168.1.1) ===> internet

the police rule is:  allowed  all trafic from trust (lan) to untrust (internet).

When i use this rule  without  ISA  there  are no problem.
