Are the PanOS software files device specific?

The safest answer is yes; devices within the same series utilize the same device image. I believe however that there are some exceptions to this once you move into the 5000 and 7000 series devices.

So something that says "PanOS_3000-7.0.1" will not work on a PA-500?

Yes they are device specific.
If you have different models, you will have several download options in the support portal :
