We have a dedicated application for ultrasurf that you can check on https://applipedia.paloaltonetworks.com and it has been updated in content version 521-2856. Please make sure you have the recent Application and Threat content update on the firewall.

Were using 530-2928 with ssl decryption and application filtering but still (Ultrasuf and Psiphon) are still penetrating circumventing Palo Alto Firewall.
