Resolution


NAT policy lookup (based on initial packet information) is performed at the ingress stage of PAN-OS packet flow before any layer7 inspection is performed.  Consequently, App-ID information is not available at the time of the initial NAT lookup, so for that reason it is not possible to create NAT rules based on application.
